H. ALLEN BLACK, Partner
Allen Black has extensive experience handling dispute resolution and litigation matters, as well as solving regulatory issues.
After graduating from the United States Coast Guard Academy, Mr. Black served as a seagoing and operational Coast Guard officer before attending the Marshall-Wythe School of Law, College of William and Mary, where he was a member of the William and Mary Law Review, a Teaching Assistant for the school’s groundbreaking “Legal Skills” program, and was named to the Order of the Coif.
Following graduation, Mr. Black served in Hawaii as the Assistant Legal Officer and lead prosecutor for the Coast Guard’s western Pacific Region, where he handled a wide range of criminal and civil matters, ranging from drug and alien smuggling cases to assaults, thefts, and other felony cases. Mr. Black also served as a Special Assistant United States Attorney on a number of cases. Mr. Black was later assigned to serve as the Coast Guard’s Representative to the United States Naval Justice School, where he taught trial advocacy as well as operational and civil law courses. He was also a member of the Defense Institute for International Legal Studies, developing and conducting training programs on the Rule of Law for international governments. Mr. Black ultimately retired from the Coast Guard after serving as the Coast Guard’s Legal Program Force Manager.
Since entering private practice, Mr. Black has handled a wide range of litigation and dispute resolution matters, ranging from transportation casualties to leasing, contract, and other transaction disputes, as well as personal injury, wrongful death, and certain criminal cases. Mr. Black has also handled a range of arbitrations, mediations, and negotiations to help clients solve their disputes quickly, efficiently, and successfully. He frequently assists clients to resolve regulatory issues with governmental agencies, including work on successful challenges to certain physician referral regulations under the Stark II legislation.
Mr. Black is licensed to practice in the District of Columbia, Maryland, and Virginia, and his court admissions include: Eastern District of Virginia, District of Maryland, District of Columbia, Southern District of New York, the U.S. Court of Appeals for the First, Second, and Fourth Circuit, and the Court of Appeals for the Armed Forces.
